AAPYF threatens yet another bandh call

ITANAGAR, Jul 18: All Arunachal Pradesh Youth Forum (AAPYF) has threatened to go for the second phase of the agitation in the form of 24 hour Capital bandh shortly, if its charter of demands are not met immediately.

AAPYF had given Capital Bandh on July 14 in support of its demands, which included immediate removal of the Health and RWD Minister, the Chief Information Commissioner for their alleged involvement in illegal appointment and re-arrest of one of the accused of grenade planting case, who has been released on bail, among others.

Meanwhile, the association demanded for lowering the prescribed rate for furnishing copies of the documents under RTI Act from Rs.10 per page to Rs.2 per page.

 

ANYA DUC at Adivasi conference

ITANAGAR, Jul 18: All Nyishi Youth Association District Unit Committee (ANYA DUC) was invited by All Adivasi Students Association of Assam for their 3rd general conference held at Harmuty on 16th of this month. The conference was basically held to discuss boundary problems disturbing Assam and Arunachal Pradesh and various other issues confronting Adibashi community of Assam.

During the conference Adivasi students expressed willingness to work together with ANYA DUC to solve boundary issues amicably. Further ANYA district committee expressed sympathy with Adivasi community over their ill-treatment in their own state by govt of Assam.

 

Open tender demanded

ITANAGAR, Jul 18: All Arunachal Registered Contractors Association (AARCA) demanded the Chief Engineer, WR Department to invite open tender as per CPWD manual for the construction  of Polytechnic College at Tajang village under Lower Subansiri district.

AARCA in its letter to the CE said that a contract for the work has already been accorded and the same is now under the disposal of the authority for execution. It expressed apprehension that the work might be awarded to some individuals or pressure groups of the locality without inviting any bid if the sources are to be believed.

Such type of construction with state importance needs skilled and experienced contractors, AARCA said, and appealed to the CE to award the job through open bidding only.

 

FPS owners form committee

ITANAGAR, Jul 18: The Fair Price Shop (FPS) owners of various remote places under Kurung Kuemy district where the head load carriage system is still prevailing, discussed in a meeting their various grievances and the problems in distribution of PDS items due to irregular supply in areas like Tali, Pip-Sorang, Yangte, Chambang, Gangte, Tarak-Langdi, Sarli Damin Parsi Parlo and Phassang circles, where 90 % of the families belong to below poverty line (BPL).

The meeting chaired by Gangte-Langdi Tarak ZPM Taring Bath constituted a committee, namely Head Load Area Fair Price Shop Welfare Committee (HLAFPSWC) for the welfare of its member in particular and the people of the area as whole. An interim committee was also constituted in the meeting.

Population stabilization forth night

ITANAGAR, Jul 18: The District Health Society of Upper Siang District observed, “population stabilization forth night” on the theme, “ Small Family: over-all Development” at Yingkiong today.

Speaking on the occasion, Liyon Borang, Deputy Commissioner cum Chairman of the society briefed about effects of population explosion and the need to stabilize its growth. He said that ours is the 2nd most populous country in the world and also disclosed that the growth rate of population in our state as per latest census is high. Hence, he emphasized the need for effective sensitization of one and all for stabilizing the population growth. Parsi Parlo-Huri road cut off

ITANAGAR: The road between Parsi Parlo to Huri ITBP out post remained cut off for more than five days due to soil erosion and landslide caused by heavy rain.

All suspension bridges and wooden logs were either damaged or washed away by soil erosion and landslide, informed Parsi Parlo Anchal Chairperson Ha Takia.

This road is vital for the people of the area as it connects Sangram with Huri ITBP post via Parsi Parlo and Damin circles. It is also one of the most important patrolling routes used by Indian para-military forces in Chingpongla Pass of Indo-China border.

The Anchal chairperson urged the State Government to allot sufficient fund for re-construction of the damaged roads and bridges.

 

ASUS calls for clearance of bill

ITANAGAR: Arunachal Students’ Union of  Shillong  (ASUS) has appealed to the authorities concerned  to  solve electricity  and water supply problems being faced by the boarders in the Arunachal Bhawan and Circuit House, Shillong.

Complete darkness rules the bhawan due to non-payment of electricity bill, the Union alleged.  As the electricity line remains cut off, the water supply also badly affected, it added.   It further said that many  people who are visiting  Shillong on official purpose are now staying at Hotel  and students are also unable to  perform any gathering at the Bhawan  due to such pathetic condition.

Its still vacation for five schools in Dibang Valley

ANINI, Jul 18: Five schools in Dibang Valley district, in the news for bad road connectivity and absentee officials is yet to re-open after the summer holidays whereas the re-opening date was 1st of July.

The schools are Govt. I.V. School, Athunli, Govt. I.V school, New Andolin, Govt. Residential School, Ranli, Govt. Pry School, Awali and Govt. Middle School, Angrim Valley.

DC Abu Tayeng taking strong note of the matter instructed the DDSE to withheld salary of all those erring teachers posted against these Schools and also ordered for initiation of strict disciplinary action.

DC and DDSE of the district are on continuous inspection and unannounced checking of schools in the District from 8th   of July onwards to ensure proper functioning of schools in the District. The team is also on to gather information about the problems faced by the teaching fraternity of the District.

Further, the inspection team noted that nine more Teachers of three Govt. middle schools of Etalin, Arzoo and New Anaya had not resumed their duties till the date of inspection. Salary of all nine Teachers is also ordered   to be kept withheld with immediate effect along with disciplinary action.

DC cautioned of strict action against all those teachers if complain in any form is received for absenting themselves from duty without proper permission from the competent authority. DIPRO

 

Pul asks for compensation from Centre

NEW DELHI, Jul 18: State finance ministers today urged Union Finance Minister Pranab Mukherjee to compensate the states on losses likely to be incurred by gradual phasing out of central sales tax (CST), which has been proposed to be replaced by the Goods and Services Tax (GST).

Arunachal Pradesh Finance Minister Kalikho Pul, who attended the meeting of the Empowered Committee of State Finance Ministers (ECoSFMs), which is spearheading the implementation of Goods and Services Tax (GST) here today, said that he urged Mukherjee also to not increase the GST limit of Rs 5 lakh to the proposed Rs 10 lakh as the sparsely populated state would loose out all taxpayers on the limit.

Pul also pleaded with him to extend 100 percent financial support for creation of infrastructures and training of manpower for introduction IT regime in the state.

ITANAGAR, Jul 18: Gora Makik Sports Club trounced Empires Club 8-1 while Nirjuli Youth Welfare Association SC (NYWA SC) defeated Jubilee Soccer Club 2-0 in the second State Level Tiger 7 Soccer Tournament at Rajiv Gandhi Stadium, Naharlagun today.

Tamchi Tasung (2 goals) Gichik Taming (3 goal), Dare Takar, Rahul Barman and Techi Takar were the scorers for Gora Makik team. Dobam Riba was the lone scorer for Empires Club.

Earlier, Nabam Juel scored the both goals against Jubilee SC.

Khonsa-Lazu road snapped

ITANAGAR, Jul 18: All important Khonsa-Lazu road is blocked and the restoration work is being hampered due to inclement weather. The main roadblock point at Pongkong. Lazu is a sensitive border circle headquarter from where Mynmar is just a stone’s throw away and is infamous for insurgency activities thanks to its proximity with Myanmar.

752 BRTF personnel said that the inclement weather with continuous heavy downpour over the last few weeks is greatly hampering the restoration work and reopening of the road for normal traffic movement might take some more months depending on weather condition.

One of the Engineers working on the blockpoint said that since the entire hill had come down triggered by a massive landside, there was no other alternative for diversion of the road.

The local people and government employees of Lazu area are facing untold sufferings because of the prolonged road blockade as they have to carry their daily needs through the traditional porter track from Kolam village, crossing deep valleys and steep slopes.

So far, 7 sorties of  PDS items have been airdropped at Lazu out of the allotted 16 sorties. Airdropping of PDS items has been hampered by inclement weather.

Lazu MLA and Chairman DoTC Yumsen Matey who visited the roadblock point at Pongkong along with ADC, Khonsa, CO, Lazu, HoDs and public leaders on 18th July, lauded the sincere effort of the 752 BRTF against all odds. (DIPRO)

 

AAPSU questions spiraling B.Ed fees

ITANAGAR, Jul 18: All Arunachal Pradesh Students Union (AAPSU) has expressed serious concern over spiraling hike in fees of B.Ed in state of Arunachal Pradesh. Quoting recent report about B.Ed fees going upto seventy thousand a year, AAPSU has urged education department to immediately look into this matter.

In a statement AAPSU President Takam Tatung said that getting B.Ed degree has become distant dream for the poor students who want to become teacher. “Govt of AP has made B.Ed compulsory to get job for senior teachers. However with such high fees, many talented poor students are not able to afford this course.  This surely will affect the quality of education in coming years,” stated Takam Tatung. He went on to add, “AAPSU would request state govt to keep tap of private institutions based in capital complex who are extracting heavy fees from students for B.Ed course. There should be certain limit. We also urge private institutions not to take advantage of innocent Arunachalee students and charge heavy fees. AAPSU is keeping eye on these private institutions.”

 Meanwhile AAPSU has also appealed to the education department to immediately repair all the unused hostels and make in operational from this academic season. “Many hostels are lying unused for years. Govt should renovate these hostels and let students use it. We also request govt to increase stipend money of students. Being tribal state, our students should be given equal stipend like other tribal states like Nagaland and Mizoram are getting,” stated AAPSU President. He further warned that AAPSU will knock door of ST/ SC commission if stipend money is not increased in coming months.

 

ABC rides for one Arunachal

ITANAGAR, Jul 18: The Arunachal Bullet Club (ABC) conducted a rally wearing their traditional attire to propagate one Arunachalism day.

The rally started off from Chimpu, Itanagar to Nirjuli and concluded at Naharlagun.

“Our motto is to save our culture and to consider every Monday as the day of Arunachalism by wearing our traditional attire at schools, work or journey and to create oneness among all the Arunachalis” said Nabum Jose, President ABC.

“It won’t be possible to dress fully with the ornaments and carrying traditional arms at work or while travelling so we should at least wear something that would let others recognize of which tribe we belong to” said Nabum Tamar, Spokesperson ABC.

 

 

BSNL service hit in Lower Subansiri district

Ziro, Jul 18: The Bharat Sanchar Nigam Limited (BSNL) Service of Lower Subansiri district, which have been very erratic since June last will remain the same for more days affecting Broadband/mobiles due to the starting of the construction works of Trans-Arunachal Highway from Doimukh to Poosa (NEEPCO) near Yazali.  Ziro BSNL, I/C Sub-Divisional Officer, Sujit Kumar in a communiqué to  DC Ziro said the exact date for restoration of Service will depend on the completion of the road construction work, and the restoration/laying of alternate over head  Optical Fiber Cable (OFC) which is going on in a war footing.

The consumers particularly the mobile and internet users who are forced to remain cut off from the friends, relatives and office works   complains of irresponsibility and carelessness on the part of the BSNL for just throwing /laying the OFC which connects to the Main Switching Centre(MSC)  at Itanagar over ground alongside the Doimukh-Potin road, vulnerable to destruction by miscreants, landslides and construction works.

The OFC should have been either laid underground of over head as per the laid down norms, they pointed out.

The BSNL  has Broadband and Moble network services at NEEPCO Complex, Yazali, Yachuli and Ziro in the district.

The Air Cell which entered the telecom market also could not prove to be  a good alternate  as it a has began to tread  the BSNL  path with its service  going off the air most of the time. (DIPRO)

 

Assam Minister visits Namsai

TEZU, Jul 18: The Minister of State, Co-operation and Border Areas etc, Assam Siddiqui Ahmed visited Namsai on 16 July.

The Minister held discussion with the Member of Parliament (Lok Sabha), Ninong Ering in Namsai Circuit House.

They discussed the Assam-Arunachal relationship in toto and both the parties resolved to strengthen the relation between the two neighboring states.

The Minister also visited Namsai LAMPS and MARKFED and had a meeting with local public leaders, Chairman, M D and share holders of Namsai LAMPS and had a first hand knowledge on functioning of Cooperative institutions in the area.

He was very impressed on learning about convergence of various programmes of RD , Fisheries and Vety departments with ICDP loan being successfully implemented for rural upliftment for the people below poverty line.

Minister (PHE & WS, Social Welfare)Chowna Mein in his address termed the 21st century as that of farmers and  asked  the local farmers of the area to give their best in farming and said that their hard work could be a contributing factor to the Namsai LAMP in a big way.

A guest house in Namsai named Musafir Khana was also inaugurated by the visiting Assam Minister in the evening.

Musafir khana was constructed with the financial help from the local MLA Nang sati Mein.

Addressing the public, he talked of unity and strengthening the Assam-Arunachal relationship. “I am overwhelmed to see the bond of unity and cordial relationship among the people of various affiliations and I am sure that such cordial relation will further strengthen the relationship of both Assam and Arunachal Pradesh” the minister said.

Ering also addressed the gathering and promised to extend all help in days to come not only for the Musafirkhana but also for the overall development of the area.

Bhoti to be introduced in Tawang and West Kameng

Rinpoche takes a dig at money oriented education system

ITANAGAR, Jul 18: The Bhoti language is all set to be taught as third language from the current academic session in Buddhist inhabited areas of Tawang and West Kameng. This was informed by Chairman Karmik and Adhyatmik Affairs TG Rinpoche today at a press conference held at Arunachal Press Club.

Highlighting on the Bhoti language, Rinpoche said under the initiative of Department of Karmik and Adhyatmik Affairs and SSA Rajya Mission the language would be introduced in the schools with the help of experts. Efforts also being made to introduce the language in Tuting in Upper Siang and Menchuka in West Siang, he added.

Further, dwelling into the history of Bhoti language, Rinpoche informed that language is named after Thomison Bhota which dates back to 7th-8th century in Nalanda University. The language was taught in the traditional way and used like mother tongue during the olden days but with the coming of the new education system, Assamese and then Sanskrit has taken over as the third language while Bhoti language was forgotten, informed Rinpoche. The revival and propagation of the language is needed as it keeps intact the spiritual, cultural and traditions, said the Rinpoche.

TG Rinpoche speaking out his thoughts also advocated for changing the Indian education system. Stating that various loopholes existed due to the distorted education system, Rinpoche said that it was holding back the real development of the nation to the fullest. He said that the Gurukul system where students received and understood knowledge with love and care doesn’t exist anymore as the present school system only cares about money making. The schools for the students from higher income group are distinctly different from the students from the lower income group while all students coming from whichever background receives the same education without any discrimination in the Gurukul system, he added. He called for need to change the education system urgently and improve the scenario.

Earlier, Chief Minister Jarbom Gamlin had released the Bhoti Language text books meant for Class I to Class VIII at Banquet Hall on July 15. The DoKA was created by the state government during the leadership of Late chief minister Dorjee Khandu with objectives for promotion and preservation of traditional knowledge and practices of Buddhist.

 

ANSU urges govt to facilitate Thakur apology

ITANAGAR, Jul 18: All Nyishi Students Union (ANSU) has urged government to immediately give justice to Nyishi community by making Pradeep Thakur issue a public apology to the Nyishi people. “The court case in this regard will continue and we won’t give up until we get justice in the court, it said.

Meanwhile, state govt can give some salvation to the Nyishi community by making Thakur to issue public apology. He had given bad publicity to Nyishi in national media and we want him to apologize to Nyishi community publicly,” said ANSU General Secretary in a statement. It further brushed aside rumours that ANSU would target the Thakur community in the state and clarified that its movement is against publication house and journalist Pradeep Thakur.

Our moment is against Pradeep Thakur for bringing bad name to NYishi community. We have nothing against any other community,” it said.

The Union further urged NGOs and other organizations not to try to hijack the issue and use it for their personal benefits. This is a society issue and ANSU is mature enough to handle it, it said.

 

DC appeals people to avail CM’s Disability Pension scheme

Ziro, Jul 18:  The newly launched innovative and pro-people  Chief Minister’s Disability Pension scheme will be implemented in Lower Subansiri district as per the guidelines, informed Lower Subansiri Deputy Commissione, Nila Mohanan, in a press statement here this evening.

Informing that the scheme will provide Rs. 6000 per annum to persons with 100% disability in both eyes or in both upper limbs (Arms) or in both lower limbs( legs), the DC has appealed the people of the district particularly the Panchayat Raj members to help the persons with disability to avail the  benefits of the scheme  in submitting their details to the Deputy Commissioner’s office before 14th of August next.

The  details required to be submitted include Name, Age, Sex, Name of village, Circle, Father’s/Husband’s name, Details of Bank Account, Two photographs one showing the face clearly and the other showing the nature of disability. Beneficiaries who are already getting disability pension from any other scheme of Central or state govt can also apply, she added. All Administrative officers, District HODs, ZPMs, ACPs, Head GBs of the District have also been separately asked to cooperate in implementing the scheme in the district. (DIPRO)

 

Pema Khandu seeks assistance from Bihar CM for 32nd Kalachakra initiation

ITANAGAR, Jul 18: Arunachal Pradesh WRD & Tourism Minister Pema Khandu called on Bihar Chief Minister Nitish Kumar at his Patna residence today to seek the help and assistance of his government in organizing the 32nd Kalachakra initiation at Bodh Gaya from December 31 to January 12 next.

Pema informed him that the 32nd Kalachakra, to be initiated by His Holiness the XIV Dalai Lama, was conceived by former Arunachal Pradesh Chief Minister, late Dorjee Khandu and that his family has been extending all possible efforts in materializing his dreams. The details on 32nd Kalachakra initiation could be viewed at www.kalachakra.org, Pema disclosed.   

He also apprised Bihar CM that HH Dalai Lama has convened the “World Peace Prayer” at Buddha Park, Patna on January 1 next, in which heads of all religions, Noble peace laureates, scholars and intellectuals from all over the world are being invited.

While handing over a formal request letter of state Chief Minister Jarbom Gamlin, Pema requested assistance and support of Bihar government in providing basic needs, like accommodation, daily provisions, electricity, water, sanitation, transport and security etc to the huge number of devotees and dignitaries expected  for the global events.

While greeting Pema and his team, Kumar termed the events very important for his state and assured full support of his government. He also felicitated Pema on being elected unopposed and appointed as cabinet minister. Expressing his deep condolence at the untimely demise of Dorjee Khandu, Kumar described him as one of the most dynamic and visionary chief ministers in the country.

“I was in Bhutan on the day when Khandu’s chopper went missing and personally liaised with top authorities in Bhutan for searching the chopper,” Kumar told Pema.

The team included parliamentary secretary (CMO) Tsewang Dhondup, principal secretary Yeshi Tsering and joint secretary of 32nd Kalachakra Initiation Organising Committee Thupten Jampa.

 

Cut VAT to reduce diesel, kerosine, LPG prices: AAYA

ITANAGAR, Jul 18: Concerned over soaring commodity prices due to hike in prices of petroleum products, All Arunachal Youth Association (AAYA) demanded the State Government to cut the price of Diesel by reducing Value Added Tax (VAT).

The recent hike in prices of other essential household items like cooking gas and kerosine made the poor people’s life difficult, AAYA said in a release and demanded the Government to cut VAT on those items to reduce prices.

It also demanded to conduct the Urban Local Body Election (Municipal) immediately for smooth implementation of urban development schemes. Although various developmental projects under JNNURM are being implemented in the state Capital,  there was no significant development due to lack of proper planning, policy and monitoring of such projects. Further, civic amenities like drinking water facilities, electric supply, medical facilities and road conditions, especially at sectors, in twin capital cities have gone from bad to worse, AAYA said. It hoped that election of the municipal body would help in doing away with these problems.

Meanwhile, AAYA urged the State Government to

Training prog on financial management

ITANAGAR, Jul 18: A state level training programme on “Financial Management in Government” began at Administrative Training Institute, Naharlagun today. As many as 24 officers from various head of departments, district Administration and AP Civil Secretariat are attending the 15 days long programme which is being organized under the 100 per cent course fee sponsorship of Personnel  and Training department, Govt. of India.

Addressing the inaugural function as the chief guest, Huzar Lollen, Secretary (P and AR/Training) emphasized on the importance of the financial management in all aspects of life. In our personal and family life, one who plans meticulously, manages the finance efficiently, he said.  Similarly, in Govt. functioning too, the financial management has to be planned and  executed with the same spirit.

Lollen further called upon the participating officers, most of who are DDOs to exercise outmost financial propriety and transparency to avoid any irregularities which may, otherwise, jeopardize their own service career along with their senior officers.

Stressing on the need to follow the renewed and modified  financial norms and guidelines  for smooth financial management, Lollen, pointed out that some officers tend to follow the old guidelines due to ignorance  which leads to financial errors.

While making a general observation, the secretary pointed out that the overall perception of the public towards the financial management of the Govt. is quite bad.   He, therefore, urged upon the officers to try to make all efforts to improve the image of the Govt. in matter of financial propriety.

  Pointing out the RTI Act and Lokpal Bill which is in progress, Lollen  called upon all Govt. functionaries to maintain higher level of sincerity  and honesty in handling Govt. expenditure.

Earlier, the Director (Training) Pema Tshetan in his welcome address said the financial management in Govt. broadly encompasses five different sectors that are Planning, Budgeting, Financial Control, Control of Expenditure and Auditing and  as such this training programme broadly covers all this important topics.

PAYWA reiterates demand of DC removal

ITANAGAR, Jul 18: Paktu Ao Youth Association (PAYWA) in consultative meeting at Aalo strongly demanded the removal of Amjad Tak as Deputy Commissioner Aalo and Liter Doye District co-ordinator RMSA. The PAYWA strongly endorsed the demand made by Galo students union for removal of DC and Coordinator RMSA.

The recent RMSA issue which led the Paktu Ao Youth welfare association (PAYWA) to agitate against the Government and assault on DC by some of the senior citizens of the District is an outcome of DC’s immature and bias role in handling the matter.

“As per records the present turmoil at Aalo cropped up in connection with implementation of RMSA Scheme. As per the Memorandum, the PAYWA sought an intervention of the Deputy Commissioner as the Construction of the scheme is not as per the prescribed guidelines. It is understood that the Memorandum was never been endorsed to any branch officer for any solution nor pay heed himself. The second memorandum was also unheeded and finally the ultimatum. Had the earlier memorandum was taken care of, no law and order problem would crop up at Aalo, it said.

 

KVKS meet in Shillong

BASAR, Jul 18: A zonal group meeting of KVKs under NICRA (National Initiatives on Climate Resilience Agriculture) was held at ICAR Research Complex for North Eastern Hill Region, Umiam, Shillong on 11th and 12th July.  

The zonal members present were KVK, Basar, West Siang (Arunachal Pradesh), KVK, Tura, West Garo Hills (Meghalaya), KVK, Dimapur (Nagaland) , KVK, Ri-Bhoi (Meghalaya) and KVK, East Sikkim (Sikkim).

Arunachal Pradesh  KVK, Basar, West Siang team comprised of Dr.Moloy Sarmah Baruah, SMS( Animal Science), Kirankumar  Singh, SMS (Agronomy) and Kato Tayeng, SRF (Soil Science and Agricultural Chemistry).  

The meeting dwelt on the achievements and future action plan by the various KVKs mainly focusing on topics  related to farming  System, Soil and Water conservation, moisture conservation practices (Mulching), In- situ water harvesting and recycling (Jalkund), Integrated farming system, conservation tillage, SRI (System of Rice Intensification), insect pest management of fruit, vegetable and field crops and livestock management.  The meeting succeded in imparting ideas to the members for taking follow up action  in all the 5 KVKs.  

The Chairman and co-chairman of the meeting was Dr. S.V. Ngachan (Director), ICAR Research Complex for North East Hill Region and Dr. A.K.Gogoi (Director), Zonal Project Directorate (ZPD), Zone III.  

 

Tea - It’s Impact on Socio Economic Condition of Arunachal

Tea, the most popular beverage of the world, is an important and highly specialized agro based industry. It has developed from rudimentary stages of cultivation in China into a highly scientific agro venture of N.E. Region.

Tea as one of the most important plantation crop would play a vital role in the economic development of our state. The credit for expedition of economic development of our state would go to the tea industry as there is practically no industry in the region. Many ancillary industries such as plywood industry, tea chest making industry, tea machine making and repairing industry, fertilizer industry etc. can be established after the establishment of factories for manufacturing of tea. Moreover, tea industry would help in the growth of cottage industry in the region. Tea industry would require Japi, Plucking baskets, hoes and many others which are the product of cottage industry. In this way, tea industry would help in the rapid Industrialization in the region.

Tea industry being the best organized Industry in our country would provide large avenue of employment and thereby solve the unemployment problem of the region to great extent. Being agro industrial in character, tea is a labour intensive industry requiring a very large number of workers.

Tea industry of the region would provide Stimulus to the development of our means of communication and transport. Assam Bengal railways and water transport system in Assam are few of the instances. The tea industry in Arunachal Pradesh would play an important role in creating an academic environment in the state with the establishment of research and educational institutes. The Tocklai Experimental  Station, jorhat  in assam is one such example.

Tea industry is the only industry of our country which can employ large amount of female labour. Tea with a much longer season of production tends to favour female labour rather than male in most of the operations. Besides direct employment, tea Industry would also provide avenues of indirect employment through ancillary industries. White collar job opportunity will also be provided by the tea industry.

Tea cultivation in small holding would also provide an avenue for self employment of the educated unemployed persons besides generating a source of additional earning to the farmers.

Tea plantation would play a significant role in the development of state’s economy. Every year central government would earn considerable amount of revenue from export and excise duties and income tax. Major position of state’s revenue would come from tea industry. And thereby help in the economic development of the state.

Tea plantation by using wasteland, unsuitable for cultivation of paddy would contribute to the economic development of the state. And would provide an alternative for shifting cultivation (Jhum) in the hilly tracts of Arunachal.

Industrialisation though contribute to the economic development, it pollutes the environment. But by providing stimulus to the development of forestry tea industry help in preventing soil erosion and maintaining an ecological balance.

Tea is the property of the State Arunachal Pradesh and tea is a farmers’ crop. Tea could also be the lone resource to adopt for permanent source of business for the State, especially organic tea, which has potential to reach the world market. Tea plantation of our state would not only contribute largely to build up economy of the region but also has an important impact on the social life of the region.

Tea plantation will bring to Arunachal the method of scientific agriculture that helps to solve the food problem by increasing the production of paddy and other cereals. Tea Plantation could be incorporated with watershed programme as watershed programmes like Haryali. If tea crops are covered under the watershed programme then it will help not only for growing tea but also increase the Per Capita Income of rural people.    

To meet the increasing domestic demand sustains the present level of expert, it is necessary to raise the production of tea. So, appropriate care and attention must be given for development of tea plantation industry in our state. The appearance of the small tea growers in the recent years is a significant development in Arunachal. In order to develop tea production, Arunachal Pradesh Small Tea Growers’ Association (APSTGA) frequently organizes an awareness campaign on Techniques of Tea Plantation at various occasions. As tea cultivation in the virgin tracts of land will involve huge financial investment and careful planning, close investments of various government departments, the Tea Board and the financial institution is required to make the project successful. So that Arunachal tea Industry is bound to contribute to our country’s green revolution.

Select the genuine candidates

Dear Editor,

The Prime Minister Employment Generation Programme was launched by the Govt to generate self-employment ventures among the unemployed educated youths. But in our state, the fruits of the PMEGP schemes are being reaped by the people who are already well-established,  not by the  unemployed and economically backward people for those the programme is meant for.   Such practice deprives the unemployed youth to become self-employed and ultimately they remain unemployed.

Therefore, I request the authorities concerned to follow the PMEGP guidelines while selecting the candidates under the pragramme.  The selection board should see to it that the benefit of the PMEGP goes to genuine and needy candidates.

The Aalo fiasco

Dear Editor,

It’s a shocking and unfortunate to see my name dragged in the recent Aalo imbroglio. In addition one Kemba Diyum has questioned my integrity and leveled charges of my involvement on the attack of Amjad Tak DC on 04-07-2011. The allegation is purely concocted, fabricated and unfounded. Such motivated and unsubstantiated allegation against me would render the publishing  houses legally answerable for their misdemeanor.

As per records the Aalo Episode cropped up in connection with implementation of RMSA scheme. As per the Memorandum, the PAYWA sought an intervention of the DC for an amicable solution. The memorandum was never endorsed to any Branch officer for action nor any attention was paid to it. The second memorandum was also unheeded and finally the ultimatum. Had the earlier Memorandums been responded to, no law and order problem would have cropped up.

The affect of ultimatum has caused destruction of under-construction structure of RMSA building at Govt.Hr. Secondary School Aalo and Govt NM Hr. Secondary School, Puak Gumin by the activist of PAYWA on 28-05-2011 night. Accordingly 2(two) FIRs were lodged at P.S Aalo vide No.41/11 & 42/11 u/s 325/447/392/506 r.w. 3 PDPP Act. The alleged accused were named as Kembom Bagra, Gebin Loya, Nyali Bagra, Jomkar Loyi, Nyajum Ado etc. In this connection Kembom Bagra was arrested on 28-05-2011 and enlarged on bail on 29-05-2011 as being a Lawyer in profession and a law abiding person. The bail proceeding was approved by DM (as was preferred due to Law & order issue). On 03-06-2011 Nyajum Ado was arrested and produced to my court on 04-06-2011. After bail hearing Nyajum Ado was also released on bail on health ground whose bail proceeding too was approved by DM. Thereafter two more alleged accused were arrested and enlarged on bail by other JMFC. The remaining alleged accused were at large and later on filed an anticipatory bail at  Guwahati High Court, however their petition were rejected on 13-06-2011. Even after rejection of their anticipatory bail petition, no arrest was affected by the Aalo Police. The alleged accused were found freely roaming at Market places, Villages & Colonies of Aalo town till 04-07-2011 at 1000 hours when they were arrested after they surrendered at PS Aalo.

On July 4, a bail petition was moved by Moji Bagra for Meddar Ete and Karjum Ango who were arrested on 01-07-2011 in connection with PS Case No.51/01 u/s 186/332/353/336/34 IPC r.w. sec 3 PDPP Act. The two alleged accused were under judicial remand for 12(twelve) days w.e.f 02-07-2011. However their bail petition was put up on 04-07-2011 at 1100 hours wherein I ask DC- CJM for an appropriate suggestion. But instead of giving suggestion he himself fixed the bail hearing at 1530 hours of the same day. It was also heard that bail hearing of the alleged accused Lige Loyi, Gebin Loya, Nyali Bagra, Jomkar Loyi were also fixed on the same time, the bail petition of which was not routed through me nor I have any idea. Later on it was heard in the evening that DC was beaten up at his Chamber by the alleged accused Gebin Loya,Jomkar Loyi and Nyali Bagra etc after reject of their bail petition. After the incident there was no scope for concealment of his misdeeds and having no option he made me a scapegoat terming me mastermind of the whole episode by declaring before public. Instead of appreciating my help in any endeavor,  he indicted me in the episode for his personal gain. A layman can easily understand why I Would  be a mastermind? For what purpose and hat benefits?  The following are the details of pending cases in my court without trying since a year:-

As per Govt notification one EAC should be made JMFC exclusively for trying of the pending cases in the District and accordingly S.K Deori, SDO was made JMFC for the purpose. But on his transfer no such arrangement was made. My additional charge of EAC (Court) was a temporary arrangement and the original charter of duty is EAC (Development), Sub-Registrar of documents etc and Link officer of EAC (Judicial).

Time for a change

Dear Editor,

Arunachal Pradesh made late entry into the modern democratic political system. Since first Assembly Election in 1978, it has successfully held several assembly elections. One of the most outstanding features of the working of Democratic Party Politics in Arunachal Pradesh is the presence of minimal members of opposition bench in state assembly and minimal role of opposition party. It is not that voters want that but because of absence of effective and ideologically oriented leaders in our state. Defection evil raises its head again and again after interval of every assembly election. In second legislative assembly election 1980, people of Arunachal Pradesh voted for 13 seats each to congress (I) and PPA (Peoples Party of Arunachal) and 4 (four) seats to independent candidate. But very soon 4 (four) legislator of PPA defected and switch over to congress (I). Infact, defection politics had its beginning just after one year of fist assembly election in 1979 in which Janata Party legislator merged to people party of Arunachal Pradesh. So legislator deceived its voters as well as party that provide them a platform to serve.

In a democracy difference of view is not only tolerated but is encouraged because constructive criticism has an important place in a democracy. Absence of opposition party or weak opposition party in our state is one reason for which people organize themselves into small organization in various name to ventilate their grievances and raise voice on the working of Government. Students union also has to play a key role on several issue of public interest just like a political party. Several times they failed to achieve desire objective of logical conclusion to the issue they stand for because of so many constrain in it. Many elite people of our society vehemently criticized the formation of numerous organization, self style leaders as well as the role of the students union. They are right but people had left no option but have to appoint themselves as self style leaders because they don’t have availability of political platform in the absence of effective opposition party. It is always better to raise the issue in the name of some or other groups, association, unions then in the name of few individuals.

Presence of electronic mass media is negligible or nil in our state. Through few available print media people particularly youth brigade raise serious allegation against the government of Arunachal Pradesh. Such as allegedly obtaining of fake certificate by present minister’s son & daughter’s, illegal appointment in numerous department, charges of misappropriation of fund in various government department, lack of government will to resolve issue related to Tirap and Changlang insurgency problem etc.

These are serious allegation of corruption as well as question of good governance. People of Arunachal Pradesh deserve to know the truth of these allegations on government. But thanks to the absence of effective opposition party that there is no effective democratic movement and hallabol happening against such serious charges on government. Government is also happy on no comment on serious issue of public importance.

Arunachal Pradesh needs to develop the true spirit of democracy. Political culture of rule by one party and silence of other party must be changed without delay. With few active and committed members of opposition party, this can be change if not at least beginning must be made in this direction. People of Arunachal Pradesh will support such change. A ray of hope was there when K. Rijiju former M.P strongly fought against the ruling congress candidate in 2009 election but end was undesirable. Change begins with small steps and visionary leadership. Healthy Party Politics is must for better governance. Lord Aucton had pointed out that Power corrupts absolute power corrupt absolutely.

Dear Editor,

This is in response to the letter of a concerned citizen from Guwahati on 16th Jul’ related to YD Thongchi’s letter of 14 Jul.

Concerned citizen and Thongchi, CIC are playing with the sentiments of the public. From the letter of Thongchi, it is clear that he had violated the law and misused his post and power by regularizing and promoting  a class XII (passed) candidate to the gazatted post within two years. Is it not a crime?  Hope law of land will do its duty.

Now, how that concerned citizen can claim that Thongchi is not guilty in this matter. The self made story of Thongchi is indigestible to the public. This cannot be the reason why he should not resign from the post of CIC. Sango Lamte Foundation has every evidence and every responsible citizen of the state knows that this Society is doing excellent work. Please do not try to fool the public. We are well aware.

The Joint census

 

Bangladesh and India launched the first joint census in 162 enclaves on both sides of the borders, as part of efforts by the two sides to reach a decisive end to the protracted border problem. Bangladesh and India share over 4,000 kilometers of common porous border, of which 6.1 kilometres is still un-demarcated.

The two countries have 162 such enclaves -- 111 of them Indian territories inside Bangladesh.

The areas land-locked by territories belonging to the other side, has been an unresolved border issue between the two countries since partition.

Joint teams from both India and Bangladesh are aiming to complete the headcount over the next two days before they refer their findings to the political level. The pieces of lands located in each others' territories could be exchanged under a political decision.

The Joint Boundary Working Group meeting between the two sides and subsequent home secretary level talks earlier this year had decided to expedite the process of exchanging the enclaves under a 1974 agreement.

Officials familiar with the process said earlier that the surveyors would use a simple form of head count for residents of the enclaves for the first time since the 1947 partition of the subcontinent. According to earlier unofficial estimates, the population of 111 Indian enclaves was around 100,400 on 17,000 acres of land while the 51 Bangladeshi enclaves inside India have 44,000 residents on 7,000 acres of land.

The enclave residents, who are virtually state-less refugees, need to cross the international border every day for cultivation and have to follow the official formalities as well as clearance from paramilitary forces of both countries.

The Joint operation step aims to end uncertainties and hardships of thousands of stateless refugees living along their border and it remains to be seen how it is implemented.
